FRA to Regulate Hours of Service Under Bush Rail Safety Proposal The Federal Railroad Administration would gain the authority to regulate railroad worker hours of service, under a rail-safety reauthorization bill the Bush administration submitted to Congress last week. If Congress passes the bill -- the administration’s proposal to reauthorize the federal rail safety program through 2011 -- FRA authority would replace railroad hours-of-service laws first enacted in 1907. Currently, hours of service are determined by law through legislative action.
“Railroads must be more accountable for the safety of their operations and rail employees need work schedules that reduce fatigue and promote safety,” said FRA Administrator Joseph Boardman.
